4, from January 1st onwards, temporarily prevent and control the production of key material production enterprises to expand production capacity to purchase equipment, allow one-time deduction before tax, return the value-added tax increment tax in full, and increase value-added tax on key transport materials and public transport, life services and postal express revenue; exemption from registration fees for related anti epidemic drugs and medical devices; and exempt from civil aviation development fund paid by civil aviation enterprises.

5, support banks to key enterprises in the production, transportation and sale of key medical prevention and control materials and daily necessities, including small and micro enterprises, providing preferential interest rate loans, and giving half discount to the government to ensure that the loan interest rate of enterprises is less than 1.6%.

It can be seen that the above "overweight" measures are mainly aimed at giving priority to ensuring that the relevant enterprises involved in the current epidemic prevention and control are expanding their production capacity and increasing support for epidemic prevention and control. The notice put forward that during the period of epidemic prevention and control, the list management system for the production, transportation and sale of medical protective clothing, medical masks, medical goggles, new coronavirus detection kits, negative pressure ambulances, disinfector, 84 disinfectant, infrared thermometer and related medicines, as well as key enterprises of important living materials, should be implemented during the epidemic prevention and control.
